So this is not totally wrong to say that, as voltage is a parameter that we can change, but we can't change the internal resistivity of the "CPU" (on this basic characteristics). We change them indirectly when we apply some voltage or frequency, but we can't control directly the jool effect. P-U.I and so P=U²/R Thats it.

This apart, under ln2 there's no supraconductor effect on the cpu, caus at -40°C (full) this is not enough. (and the titatnium as you said need 0.40K to reach the supra state) And to resume a bit all of that. Yes the jool effect is the bad thing. And the voltage is part of the equation. Thos this is a SEMANTIC error to say that the voltage destroy (or burn) the CPU. Ask yourself "If I put less voltage, will I get more jool effect ?" ...no.
